Take this opportunity to build the necessary skills.

Not a great test taker? No problem! This program offers the unique advantage of allowing you to satisfy the CTC Bilingual Authorization requirements by completing coursework and combining that with passing CSET-LOTE test scores. The coursework provides everything you need to promote a successful learning environment for students; a detailed look into the four domains of language, an overview of the historical, legal and legislative contexts of bilingual education in the U.S., and effective approaches to understanding cross-cultural relationships.

Teachers who already hold a valid California teaching credential, CLAD certificate, and proven proficiency (listening, reading, writing and speaking) in a second language who are looking to provide instruction to English Learners through a bilingual setting.

Earning the Certificate

Prior to enrolling, please ensure that you meet the following minimum requirements:

  1. Bachelor's degree or higher from an accredited institution
  2. Cumulative GPA of 3.0 or higher
  3. Valid English Learner Authorization (CLAD certificate or CTEL Tests 1, 2, 3)
  4. One of the following valid California teaching credentials:
    • Multiple Subject
    • Single Subject
    • Education Specialist
    • Speech-Language Pathology or Clinical or Rehabilitative Services with a Special Class Authorization
    • School Nurse Services Credential with Special Teaching Authorization in Health
    • Visiting Faulty Permit
    • Children's Center Permit (excluding emergency)
    • Child Development Permit (excluding Assistant or Associate Permits)
  5. Passing score on CSET: LOTE III (Spanish) or CSET: World Languages Spanish III

Quarter 1

Orientation: Bilingual Authorization

This orientation is mandatory for applicants entering UCR Extension's Bilingual Authorization program. It provides teachers with a clear understanding of the entire program, including information on the:

  • Application process

  • Course standards

Survey of Bilingual Issues

EDUC X426.51

4 units

A 40-hour course reviewing the historical, legal, and legislative contexts of bilingual education in the United States. The effects of demographic changes on bilingual education and pertinent Federal and State legislation, with significant court cases related to bilingual education, will be discussed. Models of bilingual education will be presented, including in-depth looks at:

  • characteristics
  • goals
  • research findings

The effectiveness of different bilingual education models will also be investigated. Special attention is given to the role of primary language instruction in the Dual Language setting.

Quarter 2

Assessment and Methods of Instruction in Bilingual Settings

A 60-hour course covering the foundations of bilingual education and the concept of bilingualism. The process of first- and second- language acquisition and language development, according to research-based theories, will be addressed. Also discussed will be:

  • required state assessments
  • formative and summative assessments
  • peer and self-assessments
  • the use of authentic assessments

English Language Development and content area methods of instruction will be modeled and observed. How to differentiate content-area instruction in L-1 and L-2, based on learner needs and language proficiency levels, while using appropriate approaches, will be emphasized.

Quarter 3

Reading and Biliteracy in a Second Language

Designed to prepare you to better understand the interrelatedness among the four domains of language (listening, speaking, reading and writing), in both the primary and second languages of your students. Critical features of educational programs for dual language/two-way bilingual immersion will be stressed. Research and instructional strategies that include program implementation, comprehensive literacy instruction, differentiation, literacy assessment, and evaluation tools will be presented. Examination of instructional strategies and materials that focus on how children learn two languages will include:

  • phonemic awareness
  • decoding
  • word attack skills
  • vocabulary development
  • transferring skills to a target language to enhance reading

Candidates will review the processes of how to adapt and to evaluate district/state required materials in order to meet the unique needs of all students. With this focus, you will strengthen your instructional practices in bilingual education settings.

Quarter 4

Culture and Diversity in Bilingual Settings

You will learn to understand cross-cultural, intercultural and intra-cultural relationships and interactions, and how those factors affect the process of acculturation in California and the United States. Major historical events, along with political, economic, religious and educational factors will be addressed. Knowledge of traditions, roles, status and communication patterns of the culture of emphasis will be aligned with the socialization and acculturation experiences. You will review:

  • historical perspectives
  • trends of immigration
  • migration and settlement patterns

The educational systems and the school experiences of the immigrants will be analyzed, so that you develop effective and appropriate approaches and strategies for students¿ academic successes. You will also explore ways to bridge the home and school cultural environments.
